A properly built tar-and-gravel roof routinely doubles the life of cheaper systems. Here is the physics behind it and what finally does one in.
Why does built-up roofing last so long?
Built-up roofing lasts because it is redundant and thick. Multiple plies of reinforcing felt in bitumen mean no single layer carries all the waterproofing, the gravel or cap-sheet surfacing shields the bitumen from UV, and the mass resists thermal movement and foot traffic. A well-installed, well-maintained BUR roof commonly reaches 20 to 30 years, and inland roofs protected from UV can go longer.
Most flat-roof leaks start at a single vulnerable point. On a single-ply roof that is often a seam or a puncture straight through the one membrane. On built-up roofing you would have to breach three, four, or five plies stacked with offset seams before water reaches the deck. That margin is why we see BUR roofs still keeping buildings dry decades after the warranty ran out.
When we cut a test square into an aging Carlsbad roof, we can literally peel the plies apart and see which ones have degraded and which are fine. Rarely have all of them failed at once. That layered honesty is something thinner systems just do not offer.
Bitumen is the waterproofer, but bitumen hates ultraviolet light. Left exposed, asphalt oxidizes, dries, and cracks. The gravel or mineral cap sheet on top of a BUR roof is a UV shield, and that is a big reason the membrane underneath stays flexible for so long.
This is also why a neglected BUR roof that has lost its gravel ages fast. Once the sun gets at the bitumen directly, the clock speeds up. Keeping the surfacing intact, or recoating it, is the single highest-value maintenance move on these roofs.
Flat roofs live a hard life. Heat swings expand and contract the membrane every day, and rooftop equipment means service techs are up there year-round. The mass of a built-up roof rides those temperature swings without stretching thin at the seams the way lighter membranes can, and it shrugs off boots and ladders that would dent or puncture something thinner.
On a medical-office roof in Encinitas with constant HVAC service traffic, that toughness is not a nice-to-have. It is why the roof survives its own maintenance.
When a BUR roof finally fails, it is usually not the field of the roof giving out. It is the details. Drains that rusted, flashings that pulled away, blisters that were never opened and repaired, and gravel that migrated and left bald spots for the sun.

In North County we see a real split. Inland roofs in Escondido and San Marcos take more UV and heat, so surfacing protection matters most there. Coastal roofs in Oceanside and Encinitas take salt-laden wind, which is harder on metal flashings and fasteners than on the bitumen itself.
Title 24 reflective caps help both. A cool surface runs lower daytime temperatures, which slows the thermal cycling that eventually fatigues any roof. Longevity is not just the material, it is how you finish and maintain it.
A property manager in Oceanside asked us to bid a replacement on a built-up roof she had on record as installed in the late 1990s. She assumed nearly three decades meant it was living on borrowed time. We did a full walk, cut a couple of test cores, and found the plies still bonded and flexible, with gravel coverage mostly intact except on the windward edge facing the coast.
The only real problems were two corroded drains and some worn edge metal, both consistent with salt exposure rather than membrane failure. We repaired the details, re-graveled the bald windward strip, and applied a reflective coating over the field. Instead of a replacement, she got a maintenance program and a roof that will likely pass 30 years. That is the payoff of the layered design when someone maintains it.
