Do you have to tear off the old roof, or can you re-roof over it?
It depends on how many roofing layers already exist and whether the insulation is wet. California code generally limits a roof to two layers, so if a second layer is already in place or moisture testing shows saturated insulation, a full tear-off is required. When the deck is sound and only one layer exists, a recover or foam overlay can be a faster, less disruptive option.
