Built-up roofing has covered flat roofs for over a century. Here is what it actually is, how the layers stack up, and why we still install it on the coast.
What is built-up roofing?
Built-up roofing (BUR), often called tar-and-gravel, is a flat-roof system made from alternating layers of bitumen (asphalt or coal tar) and reinforcing felt or fiberglass ply sheets, topped with a surfacing layer of gravel or a cap sheet. The stacked plies create a thick, redundant, waterproof membrane that has been the workhorse of low-slope commercial roofing for more than 100 years.
When we tear into an old built-up roof in Carlsbad, we usually count between three and five plies. That layering is the whole idea. Each ply is a felt or fiberglass mat mopped into hot asphalt, then the next ply goes on shifted over so the seams never stack. By the time the crew finishes, you have a laminated slab of waterproofing that behaves like one piece rather than a bunch of separate sheets.
People shorthand it as tar-and-gravel because the two most visible parts are the bitumen and the gravel on top. But the felt plies are what give the system its strength. Poke a hole through one ply and the plies underneath are still intact, which is why BUR is forgiving of the foot traffic and dropped tools a flat roof sees over decades.
Single-ply membranes get most of the attention now, but a well-built BUR roof is genuinely hard to beat for durability. The thickness that makes it heavy also makes it tough. On a strip-mall roof in Vista that gets rooftop HVAC techs walking on it every month, that redundancy pays off.
The tradeoff is weight and install time. Hot-mopped BUR needs a kettle, more crew, and a structure rated to carry the load. On the coast we also weigh how the gravel surface handles wind uplift near the ocean. For the right building it is still the correct call, which is why we keep it in our built-up roofing lineup rather than steering everyone to single-ply by default.
A bare gravel BUR roof is dark and absorbs heat, and California Title 24 energy code now expects low-slope roofs to hit a minimum solar reflectance and thermal emittance when you replace or significantly alter them. That changed how we spec BUR here. We rarely leave a new built-up roof as plain dark gravel anymore.
Instead we finish with a reflective cap sheet or a cool coating so the roof both meets code and runs cooler in the Escondido inland heat. Near the water in Encinitas and Solana Beach we also pay attention to gravel embedment, because loose ballast and salt-laden wind do not mix well over the years.
If your building was put up before roughly the 1990s and has a flat roof, odds are decent the original was built-up. Newer flat roofs around here lean toward modified bitumen or single-ply TPO. Each has a place, and knowing which you have changes how it should be repaired.

Built-up roofing is not old-fashioned so much as proven. The version we install today uses fiberglass ply sheets and reflective surfacing that older tar-and-gravel roofs never had, but the layered concept is the same one that has kept warehouses dry since the early 1900s.
If you have a flat roof and are not sure what system is up there, that is worth knowing before a leak forces the question. A short inspection tells us the membrane type, ply count, and whether you are looking at repair, restoration, or replacement.
An owner of a light-industrial building in Vista called us convinced his 20-plus-year-old tar-and-gravel roof was done. He had a leak over the office and a bid from another contractor for a complete tear-off. When we got up there and cleared the gravel back in a few spots, the plies underneath were still sound across most of the field. The failure was localized around a rusted drain and a pitch pocket that had dried out.
We showed him the exposed plies so he could see the layering himself, and explained that the redundancy was exactly why the roof had not leaked worse. We repaired the drain, rebuilt the pitch pockets, and recommended a reflective coating over the field to bring it toward Title 24 expectations and buy years of life. He kept the roof he had instead of paying for a tear-off it did not need yet, which is the honest answer more often than owners expect.
