On a new roof, the parts you can see are the least of it. The three hidden systems below the surface are what keep water out and the deck dry for decades.
What are the most important layers of a new roof?
The three that decide a new roof's lifespan are the underlayment, the flashing, and the ventilation. Underlayment is the waterproof backup beneath the tile or shingle, flashing seals every transition and penetration where the covering cannot, and ventilation keeps the attic and the underside of the deck dry. On a coastal roof these three matter more than the covering itself, because they handle the water and moisture the surface layer inevitably lets through.
Homeowners choose a roof by its tile or shingle, which makes sense because that is what they see. But tile and shingle are not fully watertight on their own. They shed the bulk of the water and take the UV beating so the layers below do not. The actual waterproofing job belongs to the underlayment and flashing underneath.
We explain it as: the covering is the sunscreen, and the underlayment is the raincoat. On the coast, where wind can drive rain sideways up under tile, the raincoat does more work than people expect.
Underlayment is the membrane laid over the deck before the covering goes on. When wind-driven rain slips under a tile, or a tile cracks, the underlayment is what stops the water from reaching the wood and your ceiling. On a new install we choose the underlayment for the exposure, and near the coast that means a product that handles moisture and the occasional open-deck period during construction.
We also pay attention to how it is lapped. Each course overlaps the one below so water always runs downhill onto the next layer. A perfectly good underlayment lapped backward at one course is a built-in leak, which is exactly why installation sequence matters as much as product choice.
If you find a leak on a well-built roof, it is almost never in the open field of tile. It is at a transition: a valley, a chimney, a skylight, a wall, a plumbing vent. Flashing is the metal that seals those transitions, and it is the single biggest predictor of whether a roof stays dry.
On a new coastal install we spec corrosion-resistant metal and, just as important, we detail the laps so water is always directed onto a lower surface, never behind one. Good flashing is unglamorous and invisible once the roof is done, which is exactly why it gets shortchanged on cheap jobs.

Water does not only come from above. In a poorly vented attic, warm moist air collects, condenses on the underside of the deck, and rots the wood from the inside while the roof surface looks perfect. Balanced ventilation, intake low and exhaust high, lets that air move through so the deck stays dry.
Near the coast the marine layer adds moisture to the air the attic is trying to shed, so ventilation is not optional. On a new install we design intake at the eaves and exhaust at the ridge as a matched pair, because exhaust without intake just pulls conditioned air out of the house and does not solve the moisture problem.
These systems are not independent. Underlayment handles the water that gets past the covering, flashing handles the water at transitions the underlayment cannot span, and ventilation handles the moisture that neither of those touches. Skip one and the other two eventually pay for it.
A new install is the one moment you can get all three right at once, in sequence, on a bare deck. That is the real argument for caring about a new roof's guts instead of just its looks.
Once the tile is set, these layers disappear for good. So the questions worth asking are the ones you ask before the covering, not after. What underlayment is going down and why. Where the flashing metal is corrosion-rated. How the attic is being vented and whether intake and exhaust are balanced.
A roofer who can answer those clearly on your specific coastal roof is telling you they built the raincoat, not just the sunscreen.
An Encinitas homeowner called about a ceiling stain in a hallway and was sure a cracked tile directly above it was the culprit. The tile was indeed cracked, but when we got on the roof the stain did not line up with it at all.
The actual entry point was a sidewall flashing about eight feet uphill, where the roof met a second-story wall. The metal there had been lapped short by the original builder, and wind-driven rain had been slipping behind it and traveling down the underlayment until it found a seam over the hallway. The cracked tile was a coincidence.
We reworked the sidewall flashing with properly lapped corrosion-resistant metal and confirmed the underlayment beneath it was still sound. The homeowner learned the lesson we tell everyone on a new build: leaks live at the flashing, not usually in the open tile, which is why the hidden layers are the ones worth getting right.
