Your tile is fine. The felt underneath it isn't. Here is how a lift-and-relay re-roof actually works on a coastal North County home, and why it is the single most misunderstood job in tile roofing.
What is a tile underlayment re-roof?
A tile underlayment re-roof, sometimes called a lift-and-relay, is the process of carefully removing your existing tiles, tearing off the worn-out felt underlayment beneath them, installing fresh waterproofing membrane, and setting the same tiles back down. The tile is not what keeps water out. The underlayment is, and it wears out decades before the tile does.
This is the fact that surprises almost every homeowner we talk to in Carlsbad and Encinitas. Clay and concrete tile can easily last 50 years or more. People assume that means the roof lasts 50 years. It doesn't. Tile is a shedding surface. It breaks up the force of rain, blocks the sun, and channels most water down the slope, but a meaningful amount of water gets under the tiles during a hard, wind-driven storm. What actually stops that water from reaching your plywood and ceilings is the underlayment, the layer of felt or synthetic membrane laid over the roof deck before the tile ever goes on.
That underlayment is the part with the shorter clock. Traditional organic felt in our coastal climate typically gives you somewhere in the range of 20 to 30 years before it dries out, cracks, and stops sealing around the nail penetrations. So a homeowner with 25-year-old tile that looks perfect is often sitting on underlayment that is at or past the end of its service life. The tile is fine. The waterproofing is done.
Once you understand that split, the re-roof makes sense. You are not replacing a failed roof. You are replacing the failed waterproofing under a roof surface that still has decades left in it.
A proper underlayment re-roof follows a sequence, and the order matters. Skipping or rushing steps is where the shortcuts show up two winters later.
The reusable-tile question comes up here. Concrete tile is generally durable enough to lift and relay, though you should expect some breakage on every job, which is normal and planned for. Older clay tile, and certain discontinued profiles, are more brittle and harder to source replacements for, so we count and inspect before we commit to relaying.
Not all tile roofs age at the same rate, and North County San Diego is a genuinely demanding environment for the felt layer. Two things drive it. The first is UV and heat cycling. We get intense, consistent sun, and the space under tile gets hot. That thermal cycling, hot day after hot day, bakes the oils out of organic felt and makes it brittle. By the time it cracks, it has usually been quietly failing for years.
The second is the marine layer and salt air. Homes within a few miles of the water in Carlsbad, Encinitas, and Del Mar deal with persistent overnight moisture from the marine layer, plus salt carried inland on the breeze. That combination accelerates corrosion of the fasteners and flashing metal that hold everything together and seal the transitions. When we tear off underlayment near the coast, we routinely find nails and valley metal that have rusted well ahead of schedule, and those rust spots are exactly where leaks start.
Then there is the rain pattern. Our wet season is concentrated in a short window, January through March, and increasingly it arrives as atmospheric-river events, several inches of wind-driven rain over a day or two. Underlayment that would shrug off a gentle drizzle gets tested hard when rain is being pushed sideways up under the tile courses. A brittle, cracked membrane that survived years of light rain often fails during the first big atmospheric river.
The frustrating part of underlayment failure is that it is invisible from the ground. The tile looks fine because it is fine. You have to know what to look for.
The clearest signals show up during or right after our winter storms. A stain on a ceiling or at a wall-ceiling corner, especially one that appears only after heavy rain and then dries, is a classic sign that water is getting past the underlayment and finding a path down. Efflorescence or a musty smell in the attic after a storm points the same direction.
This is where honest scoping matters, and where we see homeowners get talked into more than they need, or less. If your tile is structurally sound and you can still source matching replacements for breakage, an underlayment re-roof is almost always the right call. You keep the tile you already own, which is the expensive part, and you renew the waterproofing that actually protects the house. Done well, that buys you another two to three decades.
A full tile replacement makes sense in a narrower set of cases: the tile itself is widely cracked, spalling, or delaminating; the profile is discontinued and unsalvageable so breakage can't be matched; the deck has extensive rot that changes the scope; or you want to change the roof's look or reduce weight. For a lot of North County Mediterranean and Spanish-style homes, the tile is the character of the house, and keeping it through a relay is exactly what people want.
The wrong answer is a repair-only approach on a roof whose underlayment is globally shot. Patching one leak on a 28-year-old felt roof just tells you where the next leak will be, because the whole membrane is at the same age. Spot repairs are for localized damage on an otherwise-healthy underlayment, not for buying time on a roof that has aged out.
A re-roof that will last is mostly about the details you can't see once the tile is back down. The membrane laps have to run the right direction so water always flows over a seam, never into it. Valleys, which carry the most water, need the underlayment woven and the metal set so there is no reliance on sealant alone. Every penetration, every pipe, vent, and skylight, needs its flashing integrated into the membrane rather than caulked on top of the tile.
Fastening matters too, and it is easy to get wrong on a relay. Tiles need to be secured to current wind code, which in our area means accounting for Santa Ana events that can drive gusts across the roof. Under-fastened tile lifts and cracks; over-driven fasteners split the tile and pierce the fresh underlayment, which defeats the whole point of the job.
Finally, a clean job protects the tile you are reusing. Careful load-out, staging that doesn't overload one section of roof, and a real count of salvageable versus broken tile before relay all separate a durable re-roof from one that looks fine on day one and starts shedding tile in the first Santa Ana. When we scope one of these in Carlsbad or Rancho Santa Fe, the walkthrough and the attic look come first, because the honest answer depends entirely on what the deck and the felt are actually doing under there.
