Not every blister on a flat roof is an emergency, but the ones that matter look different from the ones that don't. Here is how a roofer tells them apart.
Do blisters on a flat roof need to be repaired?
It depends on whether the blister has broken the top surface. Intact blisters, where trapped air or moisture has lifted the membrane but the surface is unbroken, can often be monitored and are not always an emergency. Once a blister cracks open, or you find alligator cracking across the field, the waterproofing layer is compromised and water can enter, so it needs repair before the wet season. On coastal roofs the daily temperature swing from cool foggy mornings to warm afternoons drives blistering faster than in a stable climate, so we watch these closely here.
A blister is a pocket where the membrane has separated from the layer beneath it and lifted into a bubble. The two things that cause it are trapped moisture and trapped air. When the sun heats the roof, that trapped moisture turns to vapor or the trapped air expands, and the pressure pushes the membrane up into a dome.
On built-up and modified-bitumen roofs, blisters form between the plies when they were not fully bonded during install, often because there was moisture on the surface at the wrong moment. On single-ply membranes, blisters usually mean moisture got trapped under the sheet, either from a leak, from condensation, or from the roof being installed over a damp substrate.
The pattern matters. A single blister in one spot points to a local install flaw or a small leak feeding moisture in. Widespread small blisters across the whole field point to a systemic problem, either a bad install or a roof that has taken on moisture broadly.
North County's daily rhythm is rough on flat roofs. The membrane sits under cool, damp marine air in the morning, then the fog burns off and the same surface can heat up dramatically by early afternoon. That swing happens almost every day, most of the year.
Every one of those cycles expands and contracts trapped air and moisture. A blister that would slowly grow over years inland can grow noticeably faster here because it gets pumped up and relaxed daily. We have opened blisters on Encinitas and Solana Beach roofs and found the membrane inside already fatigued from that constant flexing.
The marine humidity also means there is simply more moisture available to get trapped in the first place, whether during the original install or through a small breach later.
Blistering and cracking often show up together, but they are distinct. Blistering is separation and lifting. Cracking is the surface itself splitting, usually from age, UV embrittlement, or thermal stress.
Alligator cracking, that dried-mud pattern of interconnected cracks, is a classic sign of an aged surface coating or bitumen that has lost its oils and gone brittle. It tells you the surface is near the end of its service life even if it has not leaked yet.
The dangerous combination is an old, alligatored surface that then blisters and breaks open. Now you have a brittle surface that cannot flex and an open pocket that lets water in. That roof is telling you it is past repair-only territory.
When we assess a blistered roof, we are sorting it into one of a few outcomes based on how much of the field is affected and whether the surface is broken.

For an individual blister on an otherwise sound roof, we cut the blister open in a cross pattern, let the trapped moisture dry out fully, cut away any loose material, and then rebuild the area with compatible membrane or reinforced patching material bonded down flat.
The step people skip is drying it out. If you seal a blister back down with moisture still trapped inside, it comes right back the next hot afternoon. On coastal jobs we sometimes have to wait for a genuinely dry window, because sealing over marine-layer dampness is how blisters get recreated.
For broad blistering, cutting and patching dozens of spots is throwing money at a roof that is failing. That is when the honest answer is to talk about a recover or replacement rather than nickel-and-dime repairs.
You do not need to walk your roof to keep an eye on blistering. From a ladder at the edge, or from an upstairs window looking down, you can often see new bubbles or a change in surface texture.
The things worth a call are: a blister that has broken open, a spreading pattern of new blisters, any dried-mud cracking across a wide area, or an interior stain appearing below a blistered section. Those move you from watch to act.
If you are unsure, a photo from the edge and a quick inspection settles it. We would rather tell you a blister is stable than have you patch something that did not need it, or ignore one that did.
A homeowner in Encinitas called us about small bubbles appearing all over their flat roof, maybe a year after another company had coated it. They were worried the whole thing was failing, and they were partly right, but not for the reason they feared.
When we got up there, the field was covered in small, tight blisters, most of them intact, spread fairly evenly. That even, widespread pattern was the tell. This was not a leak feeding one spot. This was moisture that had been trapped under the coating when it went on.
We opened a few of the blisters to check, and the surface underneath was damp. Our read was that the previous crew had applied the coating over a roof that still held marine-layer moisture, sealing that dampness in. Every hot afternoon since had pumped those pockets up into blisters.
Cutting and patching a few hundred blisters made no sense. We walked the homeowner through the difference between a local repair and a systemic problem, and the realistic path forward, which was removing the failed coating layer and properly recovering the roof so it could dry and be sealed correctly. The lesson we passed on: on the coast, a coating is only as good as how dry the roof was the day it went down.
